Study on the Construction of Business Environment Evaluation Indicator System-Comparative Analysis Based on Three Areas of Heilongjiang Free Trade Zone

Abstract:

The business environment is the foundation and guarantee for the fast and sound development of regional economy. Through the factor analysis of data, this paper finds that the evaluation indicator system of business environment in Heilongjiang can be broken down into three criteria layers and 22 secondary indicators. According to the established indicator system, the comparison results of the three areas in Heilongjiang Free Trade Zone show that there is only one criterion layer without significant differences among the three areas. In terms of market environment, the average score of Harbin area is higher than that of Heihe area and Suifenhe area. In terms of policy and government affairs, except for the index of government network transparency, the average score of Heihe area and Suifenhe area is not significant, and the average score of Harbin area is higher than that of Suifenhe area and Heihe area. The difference is significant. This conclusion provides a reference for exploring the economic differences among the areas and improving the environment for regional economic development.
