Policy Study on the Conservation and Rational Use of Biological Resources in the Rural Revitalization Strategy

Abstract

This paper discusses the relationship between rural revitalization and biodiversity conservation, aiming to clarify the synergy between rural revitalization and biodiversity conservation. Based on the mechanism of the role between land use and biodiversity conservation, it is proposed to predict the land use structure for biodiversity conservation, and the   model is selected as the prediction method to analyze the degree of coordination between the land use structure and biological resources conservation. Focusing on the analysis of the sample data of the public’s willingness to pay for participation in biological resources protection, the effect of the policy implementation of biological resources protection and rational use under the strategy of rural revitalization is derived. Compared with 2010, ecological land use has decreased in forest land, water and broadland, and increased in cropland, construction land and other land. The fact that 67.4% of the respondents in the sample are willing to pay a certain amount of money for biological resources in nature reserves argues that it is feasible to study the public’s willingness to pay for biological resources protection in the region. There are 32.6% of respondents who are not willing to participate in the protection of biological resources in nature reserves, which is summarized as the reason of insufficient public awareness of biological resources protection and lack of policy guidance. In the strategy of rural revitalization, the implementation of policies for the protection and rational use of biological resources should be strengthened, as well as the addition of legislation for the protection of biological resources.
